Grant Support from CMSR: A Practical Tool for the Recovery and Development of Infrastructure in Ukraine

The realities of war require swift, decisive, yet carefully considered actions to ensure the sustainable operation of critical infrastructure. One of the most effective tools available to Ukrainian enterprises is the grant program of the Centre for International Cooperation and Development (CMSR), implemented with the support of the Government of the Republic of Slovenia.


This initiative is specifically designed to support Ukrainian companies operating in the fields of telecommunications, digital technologies, security, energy, and infrastructure. The program’s goal is to provide financial, technical, and organizational assistance to enterprises ready to implement projects focused on recovery, modernization, and the deployment of innovative solutions.


The CMSR grant program is open to:

  • Ukrainian companies implementing or planning projects in critical infrastructure sectors

  • Organizations with the technical expertise and experience required to deliver technological solutions

  • Enterprises willing to align their operations with EU standards and operate transparently


Funding under the CMSR program may cover:

  • Procurement of advanced equipment for telecommunications, energy, or digital systems

  • Implementation of infrastructure solutions, particularly in frontline or recently de-occupied regions

  • Modernization of communication and cybersecurity systems

  • Support for local production and the adaptation of technologies to Ukrainian needs


The CMSR grant program is based on a competitive project selection process. It offers financial support to enterprises capable of effectively delivering solutions in the critical infrastructure domain. Applicants must meet specific criteria, including technical feasibility, expected impact, transparency in project management, and the capacity to implement the project within set timelines. All proposals undergo expert evaluation, based on which funding decisions are made.


One of ISTEL 3000’s clients has already launched a partnership with CMSR under this program. This collaboration will support a telecommunications project using state-of-the-art equipment and solutions from Slovenian partners, aimed at restoring infrastructure in a strategically important region. This example demonstrates that participation in the program is not only feasible but accessible — for both large enterprises and medium-sized businesses.
